The formation of the Islamic government based on the theory of Velayat-e-Faqih and the possibility of issuing a government decree in order to solve the country's problems, as well as the difference between the type of government of the Islamic Republic of Iran and existing government structures in the world, may raise the question of ambiguity. Is unlimited power in the hands of the Supreme Leader and beyond the authority of the officials and presidents of other countries? The present article, while applying the ruling of the Supreme Leader to the special powers of the Presidents of the United States and France, seeks to draw a clear picture of the crystallization and objectivity of the ruling of the Supreme Leader in comparison with the broad dimensions of the powers of the Presidents of the two countries. It is the problems of the system that indicate the existence of many limitations in issuing. The explanation of these hypotheses has been done using descriptive-analytical method and the data have often been used from first-hand sources and texts using the method of documents and libraries.
