In the school of thought of Ayatollah Khamenei, the Islamic state is a key link in the chain of Islamic civilization-building; a process that is founded on the linkage of committed agency and legitimate structure. Within this framework, faithful (muʾminānah) governance, by relying on the theory of structuration, is perceived as the principal factor of transformation in the trajectory of realizing justice, progress, and a monotheistic (tawḥīdī) society. Hence, the realization of the Islamic state as one of the foundational stages in the theoretical constellation of the Islamic Revolution necessitates a profound re-recognition of the functional logic of rulers in the Islamic system. This research, with the objective of elucidating the "functional logic of rulers in the process of the realization of the Islamic state," has engaged in investigating the political thought of Ayatollah Khamenei and endeavors, by relying on Anthony Giddens' theoretical approach of "structuration," to present a comprehensive theoretical model for analyzing the action of Islamic governance. The fundamental question of the research is: upon what logic is the functional model of Islamic rulers in the process of the realization of the Islamic state founded in the thought of Ayatollah Khamenei, and how can it be formulated within the theoretical framework of structuration? To answer this problem, the research has utilized the thematic analysis method, and by extracting over 300 basic codes from the declarations of the Supreme Leader, three analytical levels in the performance of the Islamic ruler have been identified: individual behavior (character), organizational behavior (method), and social behavior (public action). The findings of the research indicate that in the thought of Ayatollah Khamenei, the Islamic ruler is a transformative agent who, in a monotheistic (tawḥīdī) relation with God, society, and the political structure, engages in the recreation and reformation of the governance system. At the individual level, a character based on piety (taqwā), justice, simple living, and ethical self-edification constitutes the foundation of the ruler's legitimacy and effectiveness. At the organizational level, principles such as transparency, supervision, meritocracy, efficacy, and commitment to upstream documents render the mechanism of intra-structural reform possible. At the social level as well, indicators such as participation-acceptability, popular orientation, hope-creation, and justice-centrality manifest the profound linkage between the agency of the ruler and social capital. The Islamic state, from the perspective of Ayatollah Khamenei, is realized when rulers possess a religious character, an efficient method, and an active social action; and this three-level model, in continuous interaction with the legitimate structures of the Islamic Republic, transforms divine agency into the axis of the realization of the modern Islamic civilization.
