In response to this question, which is considered as the hypothesis of the article, it is stated that; Since this fatwa was issued by a prominent Shiite jurist, it should be included among the "opinions of the most prominent preachers of different nations" which is the legal doctrine; and considering the position of Ayatollah Khamenei as the leader of the Islamic Republic of Iran, it should be considered as the official view of the government and be considered as binding. Therefore, we can see that this fatwa was announced to the world by the authorities of the Islamic Republic and registered in the form of an international document in the United Nations, and this indicates that this fatwa is not a "unilateral act" in the international arena.ا
