The state is a large institution that includes many other important institutions, so the discussion of the process of building the state is very important. On the other hand, one of the main problems in the path of building state institutions is patronizing institutions that, by using rent and favoritism, create the basis for many social and political conflicts. In this regard, the present study seeks to examine the construction of state institutions in the second Pahlavi period by applying the assumptions of the theory of historical institutionalism, such as exploitative and patronizing institutions. The present article aims to examine the construction of the second Pahlavi state from the perspective of historical institutionalism using a descriptive-analytical research method. The research findings, which were obtained using a descriptive and analytical method, show that most state institutions during this period acted in the direction of patronizing and continuing the reign of the Shah and have expanded complications such as unbalanced development and class divide.
