Optimal governance is attained in the shadow of the efficacy of the political system in various dimensions; the state, as the prominent facet of governance in society, possesses a significant role in reaching the objectives and policies of the system. The objective of the current research is to examine the modality of state efficacy based on the thought of Shaykh al-Ishrāq. In this research, in addition to examining the mechanisms for rendering the state efficient, the obstacles to state efficacy in society have been investigated. The results indicate that state efficacy was a matter of attention for Shaykh al-Ishrāq, and the principled mechanisms for rendering the state efficient can be extracted from his thought through the content analysis method. Key concepts such as light (Nūr), the intellect of the hereafter (ʿAql al-Maʿād), the perfection of the soul (Kamāl
al-Nafs), and the transcendental ascension of the spirit towards the luminous pole (Quṭb al-Nūrānī), serve as the groundwork for the management of mentality change, the management of position consolidation, and the management of capacity and ability production in the individual and society.
