Abstract
The idea of ​​establishing an international criminal institution to try and punish the perpetrators of the most important international crimes has always been discussed. This idea, the fruition of which was the wish of many thinkers and reformers and libertarians such as (Gustave Mounier), has reached its advancement and expansion in the present era, and since July 1, 2002, the International Criminal Court has been established as a permanent international institution for this issue.
