The existence of political parties is a significant issue in political systems. Political parties and groups can safeguard public security and rights by striving to increase the level of public participation; their establishment is essential for ensuring system continuity and balance by encouraging the masses to engage in active, organized participation. In this article, employing a descriptive-analytical approach, we aim to address the following question: What role do political parties and groups play in managing unrest and calming domestic protests, and what impact does this have on the development and institutionalization of public rights? We operate on the hypothesis that governments can align parties with public policy goals—while simultaneously gaining insight into public issues and problems—by creating a suitable environment for party activities. Consequently, the clearest relationship among parties, the state, and the public is defined by the public's understanding of group objectives, the state's provision of equal conditions for all groups, and the observance of the rules of group interaction by influential societal groups.
In Iran, political parties and groups cooperate with security institutions to manage unrest and calm domestic protests, acting in the interest of preserving the Islamic Republic system and the values of the Islamic Revolution, as well as fostering the institutionalization of public rights. Political groups active in Iran have consistently played a pivotal role in the socio-political developments following the Islamic Revolution. Comprising individuals who support the Islamic Republic, these groups cannot remain indifferent to domestic protests and unrest; consequently, to safeguard the system and its revolutionary values—while also ensuring that the public rights of Iranian society are not violated—they cooperate with security forces to identify the fingerprints of the Republic's adversaries in connection with internal turmoil. At the same time, these groups consistently champion the people's legitimate public rights, conveying the public's views and grievances regarding the political, economic, cultural, and social landscape to the ruling establishment, thereby prompting officials to devise solutions for overcoming the crises at hand.
