The present study aims to examine the necessity of the principle of continuity of public services and its impact on achieving good governance within the framework of Iran’s legal system. The realization of good governance is attainable through various channels, one of the most significant of which is undoubtedly the provision of public services. The principal issue addressed in this study is the relationship between these two variables. The provision of public services constitutes one of the defining features of the modern state, seeking to ensure public satisfaction, and consequently the continuity of governance, through the promotion of public welfare. Over time, this concept has evolved into an established body of explicit legal rules governing public services. The principal research question is how the level, quality, and continuity of public services in Iran facilitate the achievement of good governance. The governing framework for addressing this question is provided by the supreme legal norms of the Islamic Republic of Iran. It is argued that the provision of public services, through guaranteeing such rights as the right to education, the right to health, social security, freedom of religion, gender equality, and related rights, enhances public satisfaction with governing authorities in Iran and thereby facilitates the realization of good governance.
