Abstract
Protest management is one of the issues affecting human societies today. According to Islamic policy, the religious rulers cannot neglect the rights of people and the rights of Allah in the means, method and purpose of managing protests without knowing the standards of Sharia. Neither unreasonable tolerance in protests that violates the rights of God is accepted by Islam, nor is fundamentalist insistence and dogma on divine rights a license to ignore the will of the people. Among these, one of the most central and original variables in adopting a religion-based governance policy is adherence to the jurisprudential rule of "preservation the system ". The meaning of "system" is its broad meaning, which has several sub-systems and does not necessarily mean the political system (government). In this research, by using a descriptive-analytical method, referring to library sources, and relying on the inferential method of Martyr Sadr(Istintaqi), Quranic verses and Hadiths are discussed which specifically prove the centrality of " preservation the social system" in the management of protests. What the author has learned from the evidence is that if the rulers or the leaders of the society have enough ability to convince the society to adhere to the norms issued by the government, their duty is to insist on the right. Also, according to many evidences, it has been concluded that the policy of the rulers of the society should mainly be based on the method of "tolerance" and inevitable appeasement from less important norms in favor of "maintaining social order". And when tolerance does not reach the goal of "preservation social system", it is time to oppose protests and deal with them if necessary. The research method is descriptive-analytical based on library sources.
