This study examines the relationship between the state and citizenship in the new Iraq. The status of citizenship in the new Iraq indicates that the state’s inability to secure citizens’ rights has resulted in a rupture between the state and its citizens. Addressing the questions of how state fragility has led to a citizenship crisis in Iraq
and what solutions exist to resolve this situation, the present research investigates the relationship between
state fragility and the citizenship crisis. Findings from this descriptive-analytical study reveal that the Iraqi
state exists in a fragile condition due to institutionalized corruption, unfavorable economic and livelihood conditions, high inflation, unemployment, displacement of citizens, the presence of ISIS, and the overreach
of political factions and parties. This fragility has resulted in state inefficiency, thereby undermining governmental legitimacy in society and preventing the state from fulfilling its supportive role as a guardian institution in securing citizens’ rights. Concurrently, citizens have been unable to collaborate in supporting
the state due to governmental failure to ensure security and create conducive development frameworks. Consequently, the status of citizenship in this country faces a crisis. Resolving this issue necessitates, first, establishing a strong, efficient, and development-oriented state that provides equal opportunities for all societal groups and strata. Additionally, implementing appropriate mechanisms to guarantee non-discriminatory citizenship rights is essential to prevent rights violations. Furthermore, establishing necessary legal frameworks—relying on statutory capacities to realize citizenship devoid of tribalism, sectarian bias, and
sub-identity dependencies—is imperative to achieve a citizen-centric society.
