استراتژی‌‌ها و راهکارهای اجرایی پیاده‌سازی الگوی بومی بین‌‌المللی شدن دانشگاه‌های دولتی کشور

چکیده
در حال حاضر، بین‌‌المللی شدن دانشگاه‌ها در راستای توسعه دانشی جوامع و ارتقای جایگاه آنان در جهان کنونی مبتنی بر علم و فناوری، یکی از اهداف ارزشمند و در عین‌حال خطیر اغلب کشورها محسوب می‌شود. بر این اساس، پژوهش پیش‌رو، به دنبال شناسایی و تبیین استراتژی‌های تخصصی و راهکارهای اجرایی پیاده‌سازی الگوی بومی بین‌‌المللی شدن دانشگاه‌های دولتی کشور است. این پژوهش در زمره تحقیقات کیفی قرار داشته و از رویکرد مثلث‌سازی مشتمل بر روش‌های فراترکیب با تأکید بر از الگوی هفت مرحله‌ای ساندوسکی و باروسو، مصاحبه نیمه‌ساختمند با مدیران و اعضای هیأت علمی، و تحلیل اسنادی مرتبط با اسناد و برنامه‌های بالادستی در حوزه آموزش عالی استفاده کرده است. در مطالعه حاضر، راهکارهای اجرایی در ذیل استراتژی‌های تخصصی در زیرسیستم مدیریتی- ستادی، در قالب دو گروه مدیران و کارشناسان و در زیرسیستم علمی- حرفه‌ای، در قالب دو گروه استادان و دانشجویان، گروه‌بندی و مورد بررسی قرار گرفته است. در این پژوهش 208 راهکار اجرایی(کدها) و 71 استراتژی تخصصی (مفاهیم) در قالب سه حوزه سیاستی آموزش، پژوهش و خدمات شناسایی شد که لازم است مورد توجه سیاستگذاران و مدیران حوزه آموزش عالی کشور قرار گیرد. پیشنهاد می‌شود استراتژی‌های تخصصی (مفاهیم) شناسایی و تبیین‌شده در سه حوزۀ سیاستی آموزش، پژوهش و خدمات (به تفکیک دو زیرسیستم مدیریتی- ستادی و علمی- حرفه‌ای) به‌منظور پیاده‌‌سازی الگوی بین‌المللی‌شدن دانشگاه‌‌های دولتی کشور، مطمح نظر متولیان این حوزه قرار گیرد. علاوه‌بر آن، پیشنهاد می‌گردد که راهکارهای اجرایی (کدها) شناسایی و تبیین‌شده در ارتباط با مدیران و کارشناسان در دو زیرسیستم مدیریتی- ستادی و علمی- حرفه‌ای در راستای تحقق الگوی فوق، مورد توجه و تأکید مدیران، برنامه‌‌ریزان و دست‌‌اندرکاران حوزۀ آموزش عالی و دانشگاه‌های کشور قرار گیرد.

Strategies and Executive Solutions for Implementing an Indigenous Model of the Internationalization of Public Universities in Iran

Currently, the internationalization of universities, in line with the knowledge-based development of societies and the enhancement of their global standing in today's science- and technology-driven world, is regarded as one of the most significant and sensitive goals pursued by many countries. Accordingly, the present study aims to identify and explain specialized strategies and executive solutions for implementing an indigenous model
of internationalization in Iran’s public universities. This research is categorized as qualitative and adopts a triangulated methodology consisting of meta-synthesis (based on the seven-stage model of Sandelowski and Barroso), semi-structured interviews with university administrators and faculty members, and document analysis of upstream policies and plans in higher education. In this study, executive solutions were classified under specialized strategies within two subsystems: the managerial-administrative subsystem (involving managers and experts) and the academic-professional subsystem (involving faculty and students). Altogether, 208 executive solutions (codes) and 71 specialized strategies (concepts) were identified and categorized into three policy domains: education, research, and services. These findings warrant serious consideration by higher education policymakers and administrators. It is recommended that the identified and explained specialized strategies (concepts) in the three policy domains—education, research, and services—be considered for the implementation of the indigenous model of internationalization of public universities in the country, separately for the managerial-administrative and academic-professional subsystems. Additionally, it is proposed that the identified executive solutions (codes) related to administrators and experts in both subsystems be emphasized and adopted by managers, planners, and stakeholders in the field of higher education and universities in Iran.
