The main objective of the present study is to examine and analyze the principle of transparency in the government procurement cycle, with a particular focus on the mechanisms of the Organisation for Economic Co-operation and Development (OECD). Transparency, as one of the key indicators of good governance, plays a significant role in enhancing efficiency, accountability, and public trust in the processes of government procurement. Given the limited nature of public financial resources and the potential for mismanagement to cause serious harm, observing transparency in government transactions is vital for maintaining financial integrity and public confidence. The central question of this research is: What mechanisms and policies does the OECD employ to realize and ensure the principle of transparency in government procurement systems,
and how can these mechanisms contribute to improving the quality and integrity of these processes? The importance of this issue stems from the fact that government transactions constitute a considerable portion of every country's economy, and the manner in which they are managed directly affects the delivery of public services and social capital. This research employs a descriptive-analytical method. The findings indicate that the OECD emphasizes five key pillars: (1) complete and timely disclosure of information; (2) ensuring fair and healthy competition; (3) accountability and responsibility throughout all stages of procurement; (4) enhanced oversight and control to prevent corruption; and (5) public disclosure of information to foster public trust and active private sector participation. Implementing these mechanisms leads to increased integrity and efficiency in government transactions and the protection of public resources.
