The hijab is one of the most significant cultural issues of the Islamic Revolution, for which numerous policies and laws have been enacted, and assessing their effectiveness has remained a critical topic. Since its inception, the Islamic Republic of Iran has formulated and implemented various policies, laws, and regulations to address the issue of hijab. Despite the initial phase of the revolution, the introduction of multiple bills, the enactment of various laws, and policies aimed at institutionalizing the hijab in society, educational spaces, and governmental institutions, the current situation remains unsatisfactory, and the issue has become increasingly complex. A theoretical review of hijab-related policies, laws, directives, and regulations, along with an assessment of their impact on the complexity of the hijab issue in contemporary Iranian society, is both essential and necessary, justifying the present study. Therefore, the primary objective of this research is to evaluate the policies of the Islamic Republic regarding the hijab. Using qualitative content analysis, this study examines 56 upstream hijab-related documents in the Islamic Republic of Iran, ratified by the Islamic Consultative Assembly, the Supreme Council of the Cultural Revolution, the Public Culture Council of the Supreme Council of the Cultural Revolution, the Council of Ministers, the Ministry of Interior, and other policymaking bodies. By extracting conceptual codes from these documents and analyzing them, six subcategories and two main categories were identified. Inadequate policymaking and the politicization of the hijab are the two main categories presented in the findings. Lack of decisiveness in policymaking, state-centric policies, document drafting instead of policymaking, the absence of a scientific approach in policymaking, the lack of hijab as a conceptual framework, and the absence of a suitable theoretical perspective are the subcategories under the aforementioned main categories.
