Public diplomacy represents a novel approach in states' foreign policy, employed toward nations while targeting elites and public opinion; although as ancient as governance itself, this concept was first utilized in its modern sense by Edmund Gullion in 1965. Today, it commands extensive scholarly research in Western academic circles, developing multiple models, diverse strategies, and varied tactics. While not originating from Islamic discourse, its structural and substantive capacities possess particular richness from this perspective—such that authentic components, strategies, and tactics must be sought within Islamic sources and thought. From an Islamic viewpoint, the world constitutes the "Abode of Invitation" (dār al-daʿwah), summoning humanity toward monotheism, perfection, and felicity; thus, all nations are addressees of the Islamic state's public diplomacy, which endeavors to attract them through various strategies and tactics. The core research question is: "What are the strategies and tactics of Islamic public diplomacy toward nations to attract them
to Islam?" Employing a descriptive-analytical method, "insight cultivation and awakening of nations," "resilience-strengthening of the global oppressed" (mustaḍʿafīn), "conciliation of hearts" (taʾlīf al-qulūb), "migration for propagation" (hijrah for daʿwah), and "deterrence capability utilization" were identified as the principal tactics of Islamic public diplomacy toward nations for attracting them to Islam. These strategies simultaneously demonstrate the humanistic and peace-seeking character of the Islamic state to the world while attracting others to Islam and its values; moreover, they generate profound, novel, and positive transformations, propagating Islam among distant and proximate nations, perpetually exhibiting high efficacy in creating appeal and influencing nations—which, if properly activated in the Islamic state's public diplomacy, can generate soft power and attract numerous hearts and nations to Islam. Presently, elements such as globalization, technological advancement, pervasive media, global trade, tourism, and global civil society have increasingly paved the way for the effectiveness of Islamic public diplomacy and its strategies and tactics.
