The present study aims to examine the role of the people in transforming the idea of political development into the common good and collective action within the Islamic Republic of Iran. The central question of the study is whether the idea of political development—introduced as a national strategic plan after the Islamic Revolution and operationalized during the decade of Progress and Justice (2009)—has been accepted by Iranian society as a public demand. Additionally, does this idea have a supporting theory and a coherent and reliable school of thought? Has this idea succeeded in constructing the genuine interests of the pillars of progress in the Islamic Republic, including the madhhab (Islamic school of thought), the leader, the state, and the people, and in shaping collective beliefs? The research follows a descriptive-analytical method, and the findings indicate that the idea of political development has not yet been accepted as a public demand in Iranian society and lacks
a coherent theoretical foundation. To realize this idea, public participation is examined at three levels: the foundational level, involving epistemological and motivational preparedness; the operational level, involving responsibility and support within the system; and the supervisory level, involving accountability and oversight of implementation. The principles governing the role of the people include knowledge of and belief in the madhhab, and obedience to the leader. To turn the idea of political development into a public demand, the madhhab must be accepted as a shared interest, and the people must pursue its realization through collective action. It is recommended that political participation not only be viewed as a right but also as a religious and social obligation. Achieving political development and realizing the common good requires the comprehensive cooperation and participation of all pillars of the political system.
