The aim of this study is to explain the understanding of Iran's issues with an emphasis on political and cultural rules, discussing Iran's social phenomena from a post-positivist perspective and through the intellectual lens of Peter Winch. In this context, a combination of content analysis and qualitative research methods has been employed. In understanding political and cultural issues and phenomena, the correct choice of epistemology is of great importance. Between the two epistemologies—positivist and post-positivist—the latter, with its emphasis on political and cultural rules as non-material factors, holds greater validity for comprehending Iran's issues. Understanding a society is possible based on its own rules and conventions. If an analyst seeks to understand Iran's political issues solely based on positivist epistemology and the rules and conventions of their own society, they cannot attain a valid understanding of these issues. Analysts, researchers, and statesmen from secular societies, if they disregard these three conventions of Iranian society, cannot engage in proper and rational interaction with the religious government of the Islamic Republic of Iran, and consequently, will not have reasonable relations with it. Understanding Iran's issues through the lens of its conventions or social rules and a focus on its politics and culture is feasible.
