The coincidence of the revelation of Sūrat al-Tawbah with the apex of the Prophet Muḥammad’s government and its associated political and security challenges highlights the pivotal role of this sūrah in addressing security-related themes. Accordingly, the present study aims to reconstruct the security atmosphere of the Prophetic government and reread the Qur’anic security strategies through an examination of this sūrah. The central research question is: Given the specific characteristics of Sūrat al-Tawbah, what strategies are proposed for enhancing security in the Islamic government? The methodology employed is content analysis. The text of Sūrat al-Tawbah was selected as the sample, and based on the thematic unit of analysis, the content was categorized in an analysis table (using Microsoft Excel), and the study was conducted in accordance with methodological protocols. The 48% frequency of security-enhancing elements in this sūrah not only confirms the existence of a governance structure for the Prophet’s reformist movement but also underscores the necessity of a dynamic approach to security in the Islamic government. Strategic variables, with a 38% frequency, constitute the most prominent category among the security-enhancing elements of this sūrah, indicating its particular focus on the strategic domain of security within the realm of governance. The identified strategies include a range of political approaches such as ensuring psychological security, establishing ranking and hierarchical systems, decentralization, and facilitating social participation, as well as internal cohesion with external disengagement, reward and commendation, protective and supervisory strategies such as safeguarding strategic locations, oversight of licenses, considering personnel background in selection and appointments, criteria for granting exemptions, necessity-assessment and performance-based prioritization, intelligent timing and communication—these all serve as security-generating variables that, when applied in legislation and policy-making within the Islamic government, are emphasized by the Noble Qur’ān as security-enhancing strategies. Among these, the strategy of reward and commendation, with 33%, and the strategy of internal cohesion–external disengagement, with 16%, hold the highest frequencies respectively. This underscores the necessity of creating a balance between the coercive and compassionate dimensions of governance and reinforcing the internal foundations of the Islamic government. Establishing a governance structure for the Prophet’s reformist movement and recognizing the security-oriented purpose of Sūrat al-Tawbah further affirm the need for attention to dynamic security, strategic security domains, and the consolidation of internal foundations. This study is a contemplative endeavor within the framework of fiqh ḥukūmatī (governmental jurisprudence), which, through the presentation of a governance model based on these strategies, can serve as a valuable document for defining and evaluating security criteria in an Islamic government. Given the emphasis of Sūrat al-Tawbah on security requirements, the comprehensive application of these strategies in Islamic policy-making is essential. For this purpose, it is necessary that belief in and practical commitment to policies derived from these strategies be considered as criteria in selecting individuals for entry into the governmental structure from top to bottom and for the appointment to governmental positions. Furthermore, the ratification of these strategies by national security institutions, their communication to executive agencies, and oversight of their effective implementation are among the essential requirements for operationalizing these strategies.
