The present study aims to provide a democratic reading of the Constitution of the Islamic Republic of Iran with an emphasis on political participation and to compare it with the Macpherson model. The research method is descriptive-analytical, examining the approach of contemporary thinkers towards the characteristics and conditions of democracy. Given that this study focuses on the normative and legal perspective, three fundamental conditions—public choice and political participation, the limitation and alternation of power, and freedom—were identified as the essential components of democracy. The most crucial condition of democracy, namely the sovereignty of the people through public elections and political participation, was briefly evaluated within the Constitution of the Islamic Republic of Iran, and the position of elected institutions in the Iranian system was examined. Subsequently, the capacities of Macpherson’s participatory democracy model were assessed in relation to Iran’s political participation system. From this perspective, in the aspects of non-partisan and non-elitist elections, emphasis on maximum public participation, and the role of councils as well as more social and mass-oriented political participation structures, there is significant proximity between the Macpherson model and the constitutional political participation system. However, despite the constitutional provision for fundamental and legislative referendums as a channel for direct democracy, the legislative referendum has not yet been utilized.
