The present study aims to examine good governance based on an interactive policy-making approach, emphasizing the issue of transparency in Iran. The research method is descriptive-analytical, and the findings indicate that good governance and its indicators encompass multiple dimensions, the realization of which leads to significant outcomes such as corruption reduction. This issue holds particular importance in countries experiencing widespread systemic administrative and economic corruption. Therefore, to achieve this goal, the development of e-government and the establishment of a "glass room" are essential. Through a planned process and interactive policy-making, grounded in open and transparent data governance, steps can be taken towards this lofty objective. Accordingly, at the outset, the macro policies of the Islamic Republic of Iran must be planned and directed in a manner that leads to administrative system transparency. Hence, to attain this crucial goal, it is imperative to move towards disclosing data and information that have hitherto been accessible only to a select few. This exclusivity in information access, coupled with the absence of a unified structural authority for data aggregation, has resulted in detrimental outcomes such as corruption and data inconsistency. Corruption paves the way for numerous administrative and social anomalies; however, the most consequential and irreparable outcome of this corruption is the erosion of citizens' trust in governance and the decline
in legitimacy. Adopting a transparency approach and commitment to it activates the components of "participation" and "accountability" within the framework of "open government." System accountability and adherence to it signify the government's serious resolve to change the current approach and motivate citizens to actively participate within the political structure. In summary, the most critical criteria and values generated by open government data include transparency, responsibility, accountability, fostering self-empowerment and social participation among citizens, effectiveness and efficiency in government services, and increased productivity in public service delivery—all of which are fundamental principles of good governance or, in other words, righteous governance.
