The issue of population, its reproduction, and its growth has been among the most important recommendations of Maqām-i Moʿazzam al-Ruhbarī in recent years. In connection with the necessity of increasing the population, he refers to verse 60 of Sūrat al-Anfāl, in which God (Allāh) states: «وَأَعِدُّوا لَهُمْ مَا اسْتَطَعْتُمْ مِنْ قُوَّةٍ» (transliteration: wa aʿiddū lahum mā istaṭaʿtum min quwwatin). Accordingly, the present study aims to examine and analyze the religious evidences in the thought of the Leader of the Revolution regarding population multiplication and its impact on the authority of the Islamic system. By employing various analytical methods, the term “quwwa” in the aforementioned verse may be understood as one of its most significant manifestations—namely, human resources and population growth. The research method is descriptive‑analytical, and the findings indicate that human resources, considered from the perspectives of subject, means, and end, can serve as a determining factor in the authority of the Islamic system. In this regard, an active and youthful population within the Islamic system is regarded as a decisive advantage and opportunity in the power dynamics. Evidently, a nation that possesses a larger population, a greater territorial expanse, and a more capable state with coherent national governance is, from this perspective, more powerful. To achieve population growth, it is first necessary to establish cultural readiness—a requirement that itself is among God’s commands, who has stated that one should prepare oneself in various dimensions, including culturally. The expression used in the aforementioned verse, in its broad sense, connotes extensive preparedness encompassing all dimensions of readiness; with such cultural empowerment, the process of augmenting strength and human resources becomes more readily attainable.
