The aim of the current research is to examine the formulation of people's rights in an Islamic government from the perspective of Mirza Nayini, relying on the book "Tanbih al-Ummah." The research methodology is qualitative-inductive, beginning with a precise conceptualization of the terms "rights," "people," and "government" to establish a solid foundation for enhancing the depth and accuracy of the study. The analysis not only relies on explicit phrases used by Mirza Nayini but also incorporates his linguistic components. Another achievement of this study is the comprehensive examination and clarification of terminologies and phrases employed by Mirza Nayini, resulting in a more precise categorization of rights, such as the exploration of the concept of "equality" and its extensive scope, or the notion of "responsibility." Following the extraction of relevant sections from "Tanbih al-Ummah," these rights were logically categorized based on their interrelationships. This classification distinguished 23 cases of people's rights in an Islamic government, with 6 cases classified as fundamental and major rights, and 17 cases categorized as subsidiary rights, organized and regulated under these major rights. This categorization not only provides a clear elucidation of the governing logic behind various people's rights from Mirza Nayini's perspective but also facilitates a holistic overview necessary for concurrent studies and exploration of rights beyond the literal words and phrases of "Tanbih
al-Ummah," thereby facilitating future research.
