Islamic pattern for development, induced by the divine didactics of Islam, considers both materialist and spiritual aspects of human life. Henceforth, anthropological understanding of that pattern is highly important. By raising Khilafat-Allah-oriented didactic of human, Quran has drawn the origin, destination and developmental pathway of human life, and explained the reason of competency of human for the divine government and its results; winning the other creatures and applying them in actualizing human capabilities is an instance of them. This issue has such a high importance that can give special meaning to divine pattern for development. In this approach, human as the deputy of God on earth should implement all physical and spiritual divine blessings and in return, feel responsible for misusing them. Thus, human as Khilafat-Allah means that he is competent and responsible at the same time, and it emphasizes the necessity of advancement and sublimity in all materialist, spiritual, individual and social aspects of human life.

Political Horizons and Strategies of the Supreme Development Pattern of the Islamic Republic of Iran

The political horizon and strategies of the supreme development includes economical, political and cultural horizon and strategies of the supreme development pattern which is considered the basis of the supreme development and its horizon and strategies. The expanded pattern and its relevant horizon and strategies include: macro sub-sections of economical, political and cultural sections of the pattern and its triplet “individual”, “collective” and “social” subsets and corresponding horizon and strategies. Horizon and strategies also includes scientific explanation mechanisms (theoretical, philosophical, Kalaam-related and juridical-legal), practical promotion (strategic-practical, technical and highly technical elite, public, expert and public administrative) and objective realization (executive, spreading) and their scrolling, make up and guarding. This paper aims at tuning, drawing and compiling the macro and micro features of these horizons and strategies.

Development means social movement towards the desired. Due to the same result, it can not be followed without entering the realm of hopes and wishes. One of the important concepts and frameworks in social thoughts of “Salaf” has been “Utopian Society” which is dealt with, less, in the modern social sciences. Dealing with the issue of “development” gives us permission to touch it with breaking traditions and analyze its meaning and connotation. According to Islamic didactics, the utopia draws the path, more than explaining the goal; since the target of religion is human perfection and advancing by “self”. Henceforth, if we consider “development” as the goal of society, two meanings come out of it: advancement of the ideal level of the social public and providing suitable and accompanying ground for it. This interpretation from “utopia” has high capacity for operationalization and makes its entering and implementing in development plannings possible; provided that goal settings and its indices undergo reconsideration and expectations level from it promote.

Individuals of every society act as propulsion engines of the society towards advancement and progression. Although society, also, can accelerate or slow down the progression of “individual”, effectiveness and orientation of social foundations do depend, ultimately, on movements of individuals and actualizes via will and practice of the society members. In fact, advancement of society as a process, is a resultant consequence of progress of individuals and also social foundations and collections. However, the role of “individuals”, specially the elite and privileged, is a basic role and the sort of imagining and drawing “human” can be a serious and deciding basis for indicating the path, the framework and the content of advancement. Due to the fact that the kind of definition of “human” in the two semantic disciplines of West and Islam is the main parameter of their difference in defining the general orientation and routing and also indicating the content of progression and advancement, the present paper aims at showing why Islamic thought and liberal-democratic theory are different in their approach towards the goal and content of progression, by highlighting and emphasizing the anthropological differences between the two. The findings show that serious difference and contrast in defining “human” is one of the most important and most influential factors in the drawing the sort of advancement in thought of Islam and the west.

Due to the increasing importance of development, nowadays, a long-term perspective is prepared to present a picture of the desirable future in all countries to smoothen the pathway of development and interaction with regional and worldwide streams. Thinkers and researchers in our country, also, have tried their hands at preparing the preliminary draft of concise pattern of the development of the country (basic pattern) including basics, goal, duty, horizon and strategies sections. The present study has chosen “Future Advancement Horizon” document out of those ones and has tried to criticize and analyze the document’s approach in foreign affairs and security with content analysis and also comparing it with three countries; Turkey, Malaysia and South Korea. The findings of the study suggest that this document is in a poor condition in content, innovation and initiative, like the document of Malaysia. As two Muslim countries, Turkey and Malaysia have not prepared a plan for themselves in the domain of Islamic world and in the Iranian document, attention to Islamic issues has been more than noticing other local issues and Iranian strategic culture.

This paper is after introducing “Understanding Synergy Pattern” as Islamic-Iranian strategic framework for cultural diplomacy. Attending that is important because of growth of the role of culture in the international policy making and changing of the common official cultural diplomacy trends. Understanding Synergy pattern is formed based on historical and cultural commonalities in the geo-cultural atmosphere and in form of new cultural diplomacy. In this combination, “synergy” implies collective and group activity and “understanding” points to the fact that not only the would not members win each other, but also will reach to sublime and human dignity-bearing goals in a common understanding horizon. Performers and brokers of the intended pattern are cultural elites in Hawzahs and universities who are considered policy makers of cultural diplomacy, beyond official governmental diplomacy. The goals of synergy pattern include: creating tolerance and peaceful symbiosis, strengthening brotherhood and nearness, justly utilization of the environment, self-sufficiency and economic justice. In this paper, in addition to stating practical frameworks, stages of operationalization of the intended pattern - in line with the draft of Islamic-Iranian development pattern document - have been attended to.

Iran is the biggest country around the Persian Gulf and one of the biggest countries in the Middle East. Henceforth, it has a high capacity to play role as a regional power in the region and follows the goal of accepting that by the countries in the regional and trans-regional domain. However, the increasing regional power of Iran changes the balance of power in this geographic zone and is followed by reactions of others because the more power gaps increases, the more threat will be felt and the more resistance will weak countries show against accepting the role of Iran. The feeling of fear created in this situation will limit the regional maneuver space, intensifies dependence of weak countries on other transregional powers and set the ground for presence of the foreigners. This will lead to creation of an unfriendly atmosphere. The present study wants to suggest a proper strategy following which leads to neutralization of the present atmosphere of fear from Iran (so called Iran phobia) and removal of sensitivity about the presence and acting of Iran. Following the strategy of inspirational leadership, cooperation and collective agreement can neutralize or decrease the threatening space.
